Try protofab4x4.com
I don't know what you will find for under $500.

x2 on Protofab, or their main dealer for ZJ bumpers: kevinsoffroad.com

They are made in Dewey, AZ, and Kevin's sells them from their PHX shop. In fact, contact Kevin, as he may be parting out his old ZJ which has a nice version of their bumper. There is a link in the Vendor/Sponsor section of this site.

But, you are probably not going to find one worth a darn new for sub $500. And be careful how you ask for the parts you are looking for. Cherokee and Grand Cherokee ZJ parts typically don't interchange (bumpers anyway).

I have seen several failed cheap or copycat bumpers, more of the gas can holders than the spare though. I even found a gas can (empty!) still attached to the base laying in the ditch on a very washboard road.
